Remollo Files Election Protest Against Sagarbarria in Dumaguete
Dumaguete City, Philippines — May 28, 2025
A formal election protest has been filed before the Commission on Elections (COMELEC) in Manila by Atty Felipe Claudio C. Remollo against incumbent Congressman Manuel “Chiquiting” Sagarbarria, challenging the outcome of the May 12, 2025 National and Local Elections in Dumaguete City.

The case, officially docketed as EPC No. 2025-004, was confirmed through a directive issued by the Electoral Contests Adjudication Department of the COMELEC, signed by Allen Francis B. Abaya, Director IV and Clerk of Court of the Commission. The document, received by the Office of the City Treasurer on May 25, orders the City Election Officer of Dumaguete to implement precautionary measures to preserve and protect all election-related documents, including the list of voters, voting records, and paraphernalia.
In line with Section 1, Rule 12 of Comelec Resolution No. 8804, the City Election Officer is mandated to ensure the integrity of election materials in all 115 clustered precincts in Dumaguete City that are now subject to scrutiny following the protest.
COMELEC has yet to release an official timeline for the hearing and resolution of the case.
